| 从军事计量保障费-效决策的目的出发,建立了计量保障费用-效能决策模型,对费-效决策优化的具体实施进行了初步研究.针对全寿命周期费用不能定量评估的情形,将指标权重分配的MITA方法和多属性决策的TOPSIS方法结合起来,给出了一种可行的多指标评估方法.通过给出一个决策优化的案例,验证了费-效决策多指标评估方法的正确性和实用性,提高了效能评估的有效性和精确度,供有关研究人员和决策部门参考. |

| According to the aim, the cost-effectiveness decision-making and estabilished for martial metrological-support, and we study its first step optimization research of model is concrete implementing. Considering the situation,where LCC cannot be assessed quantitatively, a kind of multiattribute assessment method for cost-efectiveness decision-making is proposed. This method can join with MITA which could determine the factors weight and TOPSIS which could give qualitative attributes such as LCC and can deal with imperfect index preference relationship. This method by the example can improve the validity and the precision of effectiveness evaluation, and it is of some reference value to the related research and decision departments. |
